At a meeting on 25 November, 1994, with Mr. Michael Binder, Assistant Deputy Minister (Spectrum, Information Technologies and Telecommunications), RAC Executive members Jim Dean, VE3IQ, and Ken Pulfer, VE3PU, again voiced opposition to EMCAB-2, Issue 1, and expressed particular concern that the document had been released before completion of the development of measurement procedures, acquisition of measuring equipment and preparation of guidance to field offices on the application of EMCAB-2. Mr. Mike Connolly, Director, Spectrum Management Operations, noted that EMCAB-2 was intended to be an instrument for use as a last resort in resolving interference problems, but acknowledged RAC's concerns that under the circumstances there was potential for premature and improper application. RAC has been advised that instructions were issued to Industry Canada's Regional Offices in mid-December that use of EMCAB-2 is to be put on hold until further notice. RAC will continue to press for the withdrawal of EMCAB-2, Issue 1.
