Fixed a possible bug that could occur during power outage during the
        maintenance leaving a temp file that wouldn't be deleted.
        The temp file will be deleted at the next maintenance run
        now

Maintenance release. Optimized the code.
Added - ability to display Language/Graphic/Sec specific Header file
Added - ability to display Language specific News files

Noticed that the RANDOM color option often (well most of the time) chose
the same color for the date and Separator bar. Have added some code that should
make this occurence happen less often.

There was a line limit in NEWSFLSH.PPE of 78 characters, INCLUDING @x color
        codes. This line limit has been removed to allow for more color
        codes in the text, but it is up to you not to create a line that is
        too long.
Modified the PPE to allow for RANDOM Color schemes each time.
There is still a bug I haven't tracked down, which prevents the PPE from
        performing maintanence on a news file that is specified on the
        command line. This is next on the agenda for version 1.3

Minor tweaking to the editor. Broke some code, somewhere, which is preventing
        lines with only spaces or Tabs to be recognized as not a blank line.
        until fixed in 1.3, use an alt+255 Hard Space to create blank lines.

No changes to NEWSFLSH.PPE
NEWSEDIT.PPE added to ZIP. NewsEdit is a PPE to add new entries to a
        news file used by NEWSFLSH.PPE reducing entry errors.

Two command line options added.  NEWSFLSH.PPE [MAINT] [FileName]
	MAINT - Performs maintenance of news file removing old entries.
		Must be the first argument if used.
	Filename - Newsfile to display. Overrides Config file entry.
		   If used with MAINT, then maintenance is performed
		   on specified file instead.
		   Filename MUST reside in the PPE directory

Another option added to the configuration file. Now the color of the
bar that separates the Date from the entry can be entered.

Online registration ppe added to my BBS for Instant KEY file generation.
This is still a free PPE and so is the registration.
