     Minor bug in ISBULL.TPG.  If MASTER.UCG didn't exist and the user didn't
 have ANSI mode, Isbull would quit with an error.  Fixed so that the UCG
 file isn't neccessary (as it should always be - it's only needed if you give
 users the ability to edit their configurations).
