can be either the distributable runtime (Searchword: WNSRUN) or PCTools.

Uploaded by the author. A pen is great for drawing. A mouse works for
programming and word processing.  Most pointing devices arrogantly install as
if they were  the only one you'd ever use. This solves the problem.
