For some reason,  the SysOp feels that it is unsafe to dial your
        phone number.   There are many reasons  why he/she  might choose
        not to validate your phone number.   Most often it's because you
        have entered the  number of a local police or emergency station,
        or that you've been known to cause undue  harm to Bulletin Board
        Systems for no apparent reason.  Whatever the case, please leave
        a message to the SysOp explaining your problem.
